1. How many questions are there in learners Licence test?

The exam contains 25 questions and you must get at least 20 right in order to pass the learner permit test.

2. Does RTO provide car for driving test?

No – You need to have Your OWN vehicle for a driving license test. However, when you go to RTO for your permanent license – you will need a vehicle using which you will give your Driving Test. For this vehicle you will need to show two documents before they take your test i.e RC and  Vehicle Insurance.

3. How do I get my new driving license?

It’s very easy just follow these simple step and license will be yours, FOR LEARNER LICENCE, first of all, you will have to visit rto website i,e parivahan.gov.in.Then go to online services and select driving license-related services. 2nd u need to select your desired state and then fill the online application form completely and, Attach age proof and address proof as documents, upload photo and signature. Also, schedule a appointment for Learner’s License test by choosing a slot, at last make payment and now u will have to visit RTO on the day of appointment along with your duly filled application form and self-attested documents for the biometric and learning test A few multiple-choice questions will be asked during your test at the RTO. You will find a wide range of questions on the website, Once you pass that test, you will receive a receipt. With this receipt, you will have to collect your learning license or may download it from rto website. NOW FOR PERMANENT LICENCE- You can apply after 30 days from the date of issuance of Learners license. The application for permanent Driving license i.e form-4 along with An effective Learners License (original) address proof age proof and photograph must be attached and to be filed within 180 days from the issue date of Learners license, now again you need to make slot booking for driving test appointment. then on the day of the appointment, u will have to visit rto with your own vehicle (2W&4W) for the biometric and driving test in the presence of rto officials. there rto officials will ask you to ride the car in a track and will note your skills. You must show proper hand signals, use the indicator and apply brakes wherever necessary. Also, shift the gears smoothly and use side & rearview mirrors while driving. Once you pass this exam too, you will get a receipt. This particular receipt will serve as your driving licence till the time you receive the real driving licence by speed post.

4. How long is a learner's licence valid?

The Learner’s licence is valid for up to six months. The permanent licence should be applied for, after 30 days and before 6 Months from the date of issue of the learner’s licence.

5. Is a learner's licence valid outside delhi?

Yes, it is valid throughout India.

6. Is the learner's licence renewable?

Yes, as long as you get it renewed after the date of its expiry

7. What documents required for renewal of driving licence ?

For Private Licence:
1. Application in Form No.9.
2. Rs.250 for fees and penalties as applicable.
3. 2 copies of your recent passport size photograph.

8. What is the procedure for registration of new private/non commercial vehicle?

The registration procedure includes the vehicle to be inspected physically by the Inspecting Authority at the zonal office for its particulars and followed by registration. The documents required to apply the registration are as follows:-
1.    Form 20 duly filled up.
2.    Form 21 (Sale certificate) issued by the vehicle dealer
3.    Form 22 (Roadworthiness certificate) issued by the which manufacturer
4.    Self Attested copy of valid vehicle insurance policy/cover note
5.    Self Attested copy of address proof at which vehicle is to be registered.
6.    Form 34 duly signed by the owner and the financer
7.    One time road tax as applicable
8.    Prescribed fee for registration
9.    PAN Card or Form 60 & 61 (as applicable)
10.    M.C.D parking fees.
11.    Dealer invoice along with manufacturer invoice.

9. What is the process of CHANGE OF ADDRESS

Apply in Person To apply for a change of address in vehicle registration certificate the applicant has to approach the RTO office to which your area belongs to. Application forms can also be obtained from the appropriate RTO offices Present the completed application forms in one of the RTO counters and pay the appropriate fee where the officials would start processing your application. Apply Online Use the following link to reach the online portal for processing: online portal (parivahn.gov.in). When the home page opens, the user will have the option to log in or register into the application.
If you are a new user, then use the registration tab on top of the screen to register. Just fill the prompted queries like name, email, mobile, etc, and you will be authenticated for your email address to give user id and password.
Being a registered user, one can select the login option provided on the top of the screen.
In the new page please enter the user id and password. Followed by “captcha” and hit submit to get the new page.
Here. Please select “Vehicle Related Services” under the online services menu to get the new screen. In the screen given, please enter vehicle registration number, Last five digits of chassis number and registered mobile number then hit generate OTP.
Please fill in the received OTP in the given box and hit submit to get a page with information of owner and vehicle. Click “Next” on bottom of the screen to get options to choose.
Select “Change of Address in RC” and hit Submit button and the respected screen will display.
Please enter/select appropriate options as prompted and hit submit to reach next page

Appointment
As you process the above procedure, there will be a list of the menu on the left side of the screen and select “Appointment” option to get the option to process.
Please enter the application number on the box provided to get information on details of the applicant and others.
Please select the calendar icon next to “select date” to choose a slot for appointment

Upload documents
Please select DMS(Upload Docs) option listed on the left side of the screen to reach a new page
In the new page upload, the required documents as prompted and hit submit to complete the document uploading

Fee payment
The applicant can make payment for his requirement as details of payment displayed while selecting Fee Detail from the menu displayed on the left side of the screen.
After confirming the amount hit submit and follow as per the prompted required information to complete payment. the following documents are required for change of address in Registration Certificate.”
1.    Form No. 33
2.    Original Registration Certificate.
3.    Self Attested copy of valid insurance.
4.    Self Attested copy of address proof of the registered owner.
5.    Self Attested copy of valid pollution under control certificate.
6.    The prescribed fee of Rs. 300 & Rs. 200 for the smart card.
7.    Self Attested copy of PAN Card or Form 60 & 61(as applicable)
8.    Regarding the change of address in Registration Certificate, where the hypothecation is endorsed in the Registration Certificate, No Objection Certificate from the financer is needed to get the address changed in the Registration Certificate.
The change of address should be applied within 14 days from the date of effect, after that penalty of Rs. 500 per month is applicable.
Assignment of new registration mark or renewal to another state.

10. What is the procedure of re-registration of motor vehicles brought to Delhi from other states ?

If a registered owner of a vehicle brings the vehicle to Delhi, which is already registered in some other state after obtaining a N.O.C from the concerned state can apply for re-registration in Delhi, The documents required are as under:
1.    Other state registration certificate in original.
2.    Form 28 (NOC in duplicate)
3.    Form 27.
4.    Form 20.
5.    Self Attested copy of address proof.
6.    Self Attested copy of valid insurance.
7.    Self Attested copy of pollution under control certificate.
8.    Challan clearance from traffic police or enforcement wing of the transport department. In the case of the commercial vehicle only.

11. How the transfer of ownership of a vehicle can be done?

7.    Prescribed fee along with penalty if the transfer of ownership not applied within 14 days from the date of purchase.
8.    Attested copy of PAN Card or Form 60 & 61(as applicable).
NOTE: Application should be submitted within 14 days otherwise a penalty of Rs 500/- per month will be charged.

12. How can I endorse the hypothecation and its deletion?

If a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate. The following are the documents required:
1.    Registration certificate in original
2.    Two copies Form no.34 duly filled (for endorsement of Hypothecation).
3.    A certificate from the financier for having retained full dues from the financier (for deletion case only).
4.    Self Attested copy of valid insurance.
5.    Self Attested copy of address proof of the registered owner.
6.    Self Attested copy of valid pollution under control certificate.
7.    Prescribed fee.
8.    Self Attested copy of PAN Card or Form 60 & 61(as applicable)

13. How can I delete the hypothecation?

If a vehicle is purchased on loan from a financier the same could be endorsed in the registration certificate when the loan is repaid and following are the documents required:
1.    Registration certificate in original
2.    Two copies Form no. 35 duly filled (for deletion of Hypothecation)
3.    A certificate from the financier for having retained full dues from the financier (for deletion case only)
4.    Self Attested copy of valid insurance.
5.    Self Attested copy of address proof of the registered owner.
6.    Self Attested copy of valid pollution under control certificate.
7.    Prescribed fee
8.    Self Attested copy of PAN Card or Form 60 & 61(as applicable)
9.    NOC from financer.

14. What is the procedure for issuing N.O.C for other state?

If a registered owner of a vehicle intends to take his vehicle to some other state & get the same re-registered there, can apply for NOC on prescribed form-28. The following are the required / formalities to be completed.
1.    Application on form 28 (in Quadruplicate)
2.    Self Attested copy of the registration certificate.
3.    Evidence of payment of road tax up-to-date.
4.    Or no road tax dues certificate from the tax-collection authority.
5.    Valid PUC/ Valid Insurance.
NOTE: Issue of NOC is subject to clearance from N.C.R.B only.

15. What is the procedure for issue of duplicate registration certificate?

Any registered owner can apply for a duplicate registration certificate in case the original one is either lost or mutilated after submitting the following documents:
1.    Application on Form 26 (in duplicate and one copy duly attested along with the endorsement from the financier of Hypothecated).
2.    Original copy of the F.I.R/N.C.R.
3.    Self Attested copy of valid insurance policy.
4.    Self Attested copy of pollution under control certificate.
5.    Self Attested copy of address proof.
